In my case in the socket there was water and I also had some "stops" in work of power steering until it totally stopped. Try to use some anti-adhesive chemicals to clean and remove moisture and then seal the plug/socket. Then check it on diagnostic software. Should help

Small mistake: connected pins are 1-7-9. I didn't connect with pin #3 (airbags). But still no answer from ECU (when #12 is connected to #7 - also).
