help with this cable

i bought acable through the internet from this site

now as i connect it and make comm port to com2 as i set it
now when i press connect multiecuscan dosn't make the connection it say check com port or it's properties


now what to do ??? if there is any kind of data rate or any other values to be modified plz reply

Cable that you bought is Ok!

Just have few questions:
Did you set up you com port settings in control panel?
Did you made modifications on your cable?
